Addressing Speeding in Colonial Heritage: The Case for Speed Humps

A Decade of Dangerous Driving

For over 10 years, Colonial Heritage has grappled with a persistent and dangerous problem: excessive speeding on our community roads. Despite years of discussions, warnings, notices, and temporary measures, the issue remains unresolved—putting our residents at serious risk every day.

Failed Attempts at Speed Control

Our community has tried numerous approaches to address this hazard:

  • Regular warnings in community newsletters
  • Repeated notices to homeowners
  • Educational campaigns about speed limits
  • Purchase and deployment of mobile radar detectors showing “Your Speed”

Despite these efforts, the speeding continues unabated. The mobile radar units, while well-intentioned, have proven ineffective as drivers simply slow down temporarily when they see them, only to speed up again once past.

The Real Risk to Our Community

Colonial Heritage is home to many active seniors who regularly walk our streets and use our amenities. The combination of speeding vehicles and pedestrians creates a dangerous scenario that becomes more concerning each year. If we don’t take decisive action now, it’s only a matter of time before a resident is seriously injured or killed by a speeding vehicle.

Speed Humps: A Proven Solution

Speed humps—not to be confused with the more abrupt speed bumps—represent the most effective permanent solution to our speeding problem. These traffic calming devices:

  • Force drivers to reduce speed to 15-20 mph
  • Are designed for residential areas
  • Allow emergency vehicles to pass with minimal delay
  • Provide 24/7 speed enforcement without requiring staff
  • Have been proven effective in countless communities nationwide
  • Are far less jarring than speed bumps

Priority Locations for Implementation

Based on traffic patterns and resident reports, we’ve identified several high-priority streets where speed humps should be installed immediately:

  • Colonial Heritage Boulevard
  • Lord Dunmore Drive
  • William Heath Boulevard
  • Isaac Circle
  • Harrington Commons
  • Arthur Hills Drive

These streets have consistently been identified as problematic areas where speeding is most prevalent and dangerous.  See picture carousel below.

The Cost of Inaction

While installing speed humps represents a financial investment, we must consider the potential cost of doing nothing:

  • Risk of serious injury or death to residents
  • Potential liability issues for the HOA
  • Declining property values if our community becomes known as unsafe
  • Diminished quality of life for residents afraid to walk our streets

Next Steps

It’s time to move beyond discussion and implement a permanent solution to our decade-long speeding problem. The Board should:

  1. Approve funding for the installation of speed humps at the identified locations
  2. Contract with a reputable company specializing in traffic calming devices
  3. Create a timeline for installation beginning with the highest-risk areas
  4. Communicate the plan to residents with clear explanations of the necessity
  5. Establish a monitoring system to evaluate effectiveness

Conclusion

After 10+ years of ineffective measures, it’s time for action. Speed humps represent the most practical, effective, and necessary solution to protect our residents. The question is no longer whether we should address speeding—it’s whether we’ll take meaningful action before tragedy strikes.

Not in favor of adding speed humps, can cause damage to car’s suspension. Also, speed humps / bumps are usually found where there are children present.

    An additional speed hump at the top of the hill(drag strip)on Isaac Circle near the William Heath stop sign is necessary to stop cars from accelerating at the top of the hill. It is often dangerous to walk to our mailbox on Isaac Circle with cars going 30+ MPH in our front yards.

    Your car will not be damaged BY A SPEED HUMP if you are driving at the proper 20 MPH on Isaac Circle.
